When Eric Swalwell, a Democrat, unseated 20-term incumbent Pete Stark in 2012, it marked a surprising victory for the young county prosecutor. Swalwell's successful campaign strategy involved highlighting Stark's long tenure in Washington and emphasizing his own commitment to his district.
In a recently resurfaced clip from 2012, Swalwell is heard stating, "I live in the district. I will make sure that I commute to Washington and always stay connected with my district." He further pledges to drive the district's roads, support local businesses, and, importantly, reside within the district.
The video, released during the 2012 election, has gained attention as Swalwell aims to potentially succeed Governor Gavin Newsom. This renewed focus on Swalwell's residency claims comes after progressive billionaire Tom Steyer urged the California Secretary of State's office to investigate the congressman's eligibility for governorship due to concerns about his residency status.
While the California Constitution mandates a five-year residency requirement for gubernatorial candidates, the Secretary of State's office historically viewed this requirement as unenforceable. Swalwell, a former prosecutor, has affirmed his California residency since 2006 through a sworn affidavit.
Despite his claims of living in a Livermore home since 2017, neighbors failed to recognize Swalwell when shown his photo. Campaign records indicate that Swalwell has frequently stayed in hotels within his congressional district, raising questions about the accuracy of his residency claims.
Swalwell's campaign has not addressed inquiries about his living arrangements or why his neighbors were unaware of his presence. Concerns about his residency status have been raised by Democratic Party delegates, including Lee Fink, a former Obama administration official.
The video, titled 'Pete Stark Finally Debates Eric Swalwell...Kind Of,' was released during Swalwell's 2012 campaign and features his commitment to meeting the essential requirement of residing within his district.
